New Washington State Law requiring licensing of all Bail Enforcement Agents
The Pacific Northwest Bail Enforcement Academy has received many inquiries regarding the new Washington State law requiring licensing of all Bail Enforcement Agents effective January 1, 2006. With the addition of a 4th day, our curriculum meets or exceeds the Washington State required certifications ( Field Operations,OC, Baton & Taser ) with the exception of firearms which can be independently scheduled if desired. These courses will be available in Washington State twice annually.
Recognized as experienced and expert on Bail Enforcement activities in Washington, we have been consulted by the Washington Department of Licensing several times in the last few years in regards to the implementation and design of the new licensing program. It was not a surprise to discover that our curriculum already prepared our graduates for Washington State Licensing as well as the actual vocation.
Unfortunately a "mythical mind set" has developed that by fulfilling these new requirements, one can become a successful Bail recovery agent. While fulfilling the new Washington requirements, bear in mind that:
Washington like all States, do not require any ability to locate fugitives. Certification in "Field Operations", "Baton", "OC", and "Taser" will not be utilized if you can't find your fugitive.
Washington now has well over 100+ licensed Recovery Agents, the majority of which are not "active in the field". Why? Most fulfilled the minimal State training requirements but left out the same training the State did, investigative skills.
Results have not been good. A recent series of unfavorable newspaper articles, based on "unsatisfactory behavior" of some of the newly licensed in their attempt to locate defendants. This type of behavior is historically typical of those with inadequate investigative training or skills.
Washington State with its currently pathetic 12hrs with NO BAIL ENFORCEMENT EXPERIENCE required of the approved "Bail Enforcement" Training Instructors is inadequate for anyone expecting to compete for the large bonds typically given to established and competent full time professional Bail Enforcement Investigators.

Effective January 1, 2009 the Washington State Department of Licensing will implement the new law shortly to increase the Field Operations Training Requirements from 4 hours to 32 hours of training, something our 40+ hour curriculum has always fulfilled.
Unfortunately no "instructor requirements" were set; in spite of all the problems created that caused the increase in training hours, INSTRUCTORS ARE STILL NOT REQUIRED TO HAVE ANY BAIL ENFORCEMENT EXPERIENCE !
To confirm that fact: Call DOL at (360) 664-6611 and ask them what it takes for you (with your current existing knowledge & training) to advertise yourself as a "WA DOL Training reference" on the DOL Bail Recovery Agent training website. They accept ANYBODY regardless of knowledge or experience!
Unlike the majority of those listed on the DOL Training Resources list, our past experience is not limited to teaching security guards or law enforcement or less, our courses are taught by Instructor's with actual Bail Enforcement experience, years of it. Heading into our 11th year, our Instructors are the most experienced in the USA.
Do it Right the First Time, Become Qualified for the State and the Bonding Industry
Our complete, thorough, and time tested 40+ hour curriculum will continue to be a very necessary component for those entering this field, our graduates exceed the industries expectations in both resources and ability, as well as the knowledge expected by the Washington Department of Licensing.
Security Guard Weapons certifications from Washington State are now required. OC, Baton, & Taser weapons and all certifications can be obtained with an additional (4th day) that is now an option for our students intending to work in Washington State.
With all States that require licensing, you will never be required to know anything about tracking fugitives. The "field operations" requirement has created a explosion of "new instructors", many with a security guard/police training background, teaching unrealistic SWAT tactics. In obtaining your weapons training requirements, your Instructor, although expert on the weapons he is certified to teach, likely has little or no experience with Bail Recovery Investigations, feel free to inquire.
Licensing is a great opportunity for Washington agents, restricting competition to the qualified and effective Bail Recovery Investigators.
To our graduates advantage is the fact that the majority of the newly licensed have only fulfilled state requirements and have little or no experience at investigations.
Without this skill Washington State Bail Recovery license renewals are expensive when the only use for a Fugitive Recovery license is for "conversation and amusement only" purposes. The saying "the cream always rises to the top" fits bail recovery like a glove, as we predicted there has a been a low but consistent percentage of license renewals each year since licensing went into effect. The new and popular concept that weapons certifications, a background check, and passing a multi-choice test where you got your drivers license actually makes you a Recovery Agent in the eyes of the actual bail industry (bond agencies & established professionals) is a myth. According to Washington Bondsman, the medium and high dollar bonds financially necessary to the full-time professional are not going to this new breed of unskilled at investigations yet Washington licensed Agent.
This is a great opportunity for our Washington State Graduates, ready to meet the new requirements and having the investigative skills to take advantage of the unique opportunity created upon implementation of these new licensing requirements.

The new legal State training standard for Bail Enforcement Agents are minimal and ignore ability and skills required by the vocation. Background checks, Washington State legal knowledge, and security guard type training certifications that's it. Forget about the investigative skills or learning from years of experience of actual professional BEA's.
Although it is a great new source of revenue to Washington, the actual industry has already grown tired of newly licensed agents with a new license and weapons certifications coupled with insufficient investigative skills.
The Bond industry only utilizes capable and licensed Recovery Agents ( ability ) if you cannot locate fugitives especially when just entering the field, what is the future for yourself with that new license?
